Murrysville Council has approved a $12.2-million capital-improvement plan that is heavy on infrastructure work.

About two-thirds of the cost — more than $7.8 million— will go toward infrastructure work, including streetscape elements along Route 22 and improvements to Twin Oaks Drive, Pleasant Valley Road and Branthoover Cutoff. Road paving and milling projects account for $6.75 million of the estimated infrastructure costs.

More than $1.9 million of the capital-improvement plan is earmarked for vehicles, equipment and technology upgrades. The costliest item in that group is the 2017 purchase of a $655,000 ladder truck for Sardis Volunteer Fire Department.

About $500,000 is earmarked for park improvements.

Of that, $105,000 is intended for Murrysville Community Park, $20,000 for Sardis Park and $376,000 for general park improvements.

Also included is about $900,000 in payments for loan and bond repayments.

This capital-improvement plan outlines the major projects that officials expect to tackle between 2015 through 2019. Council updates the five-year plan each fall, and officials draw from the plan when crafting the next year’s municipal budget.

Council still has to vote on the contracts related to each project individually.

Officials expect to fund the bulk of the projects with $4.7 million in taxes over those five years, $4.1 million in state liquid fuels money and $2.1 million in budget reserves. They’re also factoring in $484,100 from PennDOT for taking ownership of former state roads and $275,000 in grant money.

Council approved the plan last week with a 5-0 vote, with Councilmen Joshua Lorenz and Bill Vance absent.

Vehicle auctions

Council will advertise seven items to be auctioned off through Municibid, a municipal auction site:

• Two 2004 Ford F550 one-ton dump trucks, both with a plow and spreader.

• A 1997 Freightliner 10-ton dump truck.

• A 2010 Ford Crown Victoria, formerly used by Murrysville police.

• An Olathe thatcher/seeder.

• Conveyer chains for a “V”-box salt spreader.

• Teeth for a Cat 938 bucket.

Branthoover Cutoff

Council will vote at its Sept. 17 meeting on accepting a deed for public-road right of way in lieu of condemnation the Branthoover Cutoff, which is north of the 4300 block of Route 22.

The right of way would allow for a connection from the Branthoover jug-handle to Old William Penn Highway, creating a “T” intersection with Beverly Court.

There is $100,000 in the capital-reserve fund budgeted for the project.
