Penn Hills school officials OK separation with business manager
The Penn Hills school board has approved a separation agreement with Business Manager David Roussos.
The vote was 8-0, with member Denise Graham-Shealey absent.
Roussos had not been on the job for at least a month prior to the separation agreement being signed last week. Roussos did not include a reason for leaving in the letter of resignation he submitted. He could not be reached for comment.
The business manager will be paid through April 30, when his resignation is effective, according to the separation agreement. In addition, he will be covered by district health insurance through June 30. The agreement stipulates that neither he nor the district will discuss circumstances related to his departure.
The district agreed to provide a “neutral letter of recommendation” as a job reference for Roussos that is limited to confirming he worked there, for how long and what he did.
The job was posted online and applications were accepted until Friday. Human resources director Eileen Navish and recently appointed Treasurer Robert Marra have been handling business matters in Roussos’ absence.
District officials are reviewing the applicants and hope to make a job offer next month, board President Erin Vecchio said.
“We’re going to take our time to get the right candidate,” Vecchio said. “Hopefully, there is one.”
Roussos’ replacement will be Penn Hills’ fourth in three years. He was hired at a salary of $107,500 in 2016. He replaced Robert Geletko, who took a job at the Connellsville Area School District. Geletko was hired in 2015 to replace Richard Liberto.
Liberto was the business manager from 2008 until he was fired in November 2015, three months after he left to take a job as business manager in the Wilkinsburg School District. A wrongful-termination lawsuit filed by Liberto against the district was recently settled out of court at no cost to the district.
A state audit of financial records while Liberto was business manager sparked an ongoing investigation of the school district by the Allegheny County District Attorney’s Office.
