Background: Silva was born in Pittsburgh, but graduated high school in East Liverpool, Ohio. She returned to Pittsburgh and enrolled at Pitt. After earning her master's degree, she became director of operations for Transitional Services Inc., a Homestead organization that provides residential services for people with mental disabilities. In 1999, she became manager of supplier diversity at PNC Financial Services Group. In 2006, she moved to her current post at UPMC, where she is in charge of promoting supplier diversity for the system's medical services and health insurance divisions.
