Tom Grates and Ray Kerr are the newest members of borough council.
Grates, of Coe Street, was appointed Monday to fill a 1st Ward seat left vacant by the resignation of Mike Gutonski.
Kerr, of East Eighth Avenue, received the at-large seat formerly held by Carl Magnetta. Magnetta resigned the seat to take the appointment as mayor.
The terms will be for two years, at which time Grates, Kerr and Magnetta will have to run for election to full four-year terms.
The vote for Kerr was unanimous; Pete Varos cast the only no vote for Grates.
There were 10 candidates vying for the seats. Council President Tim Rapp said they hoped those who did not get the appointments will stay active by volunteering for other boards and commissions.
