Arnold man charged with fleeing, giving false ID

A 26-year-old Arnold man is accused of attempting to flee police during a traffic stop in Derry Township last month after providing false identification.

Terrell E. Floyd, whose current address is listed as the Alle-Kiski Pavilion, a halfway house, was arrested by state police at Kiski. He was arraigned Friday before Derry District Judge Mark Bilik on charges of disorderly conduct, providing false identification to police and flight to avoid apprehension in connection with the Feb. 4 incident.

State police said Floyd was a passenger in a vehicle driven by Robert G. McConnell, 52, of Black Lick, Indiana County, that was westbound on Route 22 at 7:06 p.m. Feb. 4, traveling 59 mph in a construction zone posted for 35 mph. Trooper David Williams said Floyd reported his name as Troy Floyd of Indiana.

Williams alleges that he noticed a strong smell of marijuana coming from the vehicle.

Williams said as he was waiting for radio verification of the identification of the driver, McConnell, the vehicle was driven away, traveling at speeds of more than 75 mph through the construction zone at Roosevelt Drive.

"The (vehicle's operator) continued to illegally pass vehicles, endangering oncoming motorists, his passenger and this police officer. The (operator) then abruptly turned right on Route 982, where he almost overturned the vehicle and crashed," Williams said in an affidavit of probable cause.

Even after the minor crash, Williams said, McConnell continued driving south on Route 982 at a high rate of speed. He said he used a vehicle immobilization technique to stop the vehicle and arrest McConnell.

Floyd fled through several yards, but was captured by state police a short time later in a field. After his arrest, police said he continued to offer several false identifications with different birthdates.

Floyd was identified through fingerprints. He was released from a state prison in September after serving time for a drug conviction in Indiana County.

McConnell is charged with fleeing police, driving under the influence of alcohol, failing to stop and several other traffic violations. He was released after posting $5,000 bond pending a preliminary hearing March 18 before Bilik.

Floyd's hearing also is scheduled March 18. His bail was set at $10,000.
