A project to repair cracks along Baldwin Borough streets is moving forward with the second lowest bidder getting the contract.
Borough Council last month conditionally awarded a contract for road maintenance/crack sealing to Excalibur Construction, yet determined during the last several weeks that the company did not meet qualifications for the project, engineer Larry Souleret said.
"We don't want someone out there that has never done this before," Souleret told council members at last week's agenda meeting.
"When we asked for that documentation, he didn't have it."
Council members, in a 6-0 vote, Tuesday rejected the bid from Excalibur, citing the company as bon-responsive because it is not PennDOT qualified and could not provide a financial statement to the borough, as required.
Councilman John "Butch" Ferris was absent.
Council members awarded the contract, in a 6-0, vote to Matcon Diamond Inc. for an amount not to exceed $52,800.
Councilman Ed Moeller last week questioned why council approved the contract before verifying that the company met the qualifications.
"That should have never came to that point until those documents were there," he said. "I don't want to see us approve something then see us have to go back. That kind of puts us in a bad light."
Officials said the contract was awarded with conditional approval, meaning that the company would have to meet the qualifications to get the bid.
The difference between the two contracts was about $6,000, officials said.
