SCOTTDALE — Scottdale stands to lose thousands in Community Development Block Grant money because residents have not turned in short income surveys. The federal CDBG grants must benefit areas in which 50 percent or more residents are low to moderate income. The borough sent surveys out several months ago and needs 500 more returned or it will lose $124,550, which council has earmarked for the following projects: = Anderson Run sewer project, $25,000 = Garfield arch and wall, $77,000 = Planning and administration, $22,550 (required under the CDBG program). Borough manager Barry Whoric urges residents to call the borough office for a replacement survey. “If we have to do a second mailing, it will cost the borough money we could use for other purposes,” Whoric said. Whoric discussed other projects at Monday’s council meeting, most dealing with flooding. Council voted to enter into an agreement with East Huntington Township to share half the costs of a paving project on Spruce Street from Homestead Avenue east. Paving the road should alleviate flooding. The borough’s share will remain unknown until the project is bid. The borough is now in compliance with the Department of Environmental Protection’s new storm water management requirement. Council approved an ordinance which specifies how residents and businesses must deal with runoff and forbids anyone from pouring toxins like motor oil into storm drains. An informational pamphlet regarding the storm water regulations is available at the borough building. In other business: = Council approved an ordinance that allows multi-family dwellings in a R1 B district (single-family residential) with the approval of the zoning hearing board on a case-by-case basis. = Council voted to hire Lloyd Marker as the parking meter man. He will work 20 hours per week with no benefits and earn $6.50 per hour. = Council appointed retired police chief Tony Martin to the Civil Service Commission. Martin replaces Ralph Rich, who resigned for personal reasons after 13 years of service. Martin’s term expires Feb. 1, 2008. = Council appointed Michael Oshinsky to fill a vacancy on the Parks and Recreation Commission. His term expires May 1, 2009. = Whoric reminded residents that they must clean up after their dogs. Scottdale does have a “pooper-scooper” ordinance.
