Your recent article about overcrowding at the Westmoreland County Prison describes a problem that could be resolved (” County may need more prison guards ,” Nov. 13). If our state of Pennsylvania would initiate the long-forgotten chain gang, the prison population would drop and many repairs and county maintenance would be taken care of. I feel this plan would work for all of Pennsylvania. It works in the South! Fred Collins Mt. Pleasant
