Chilean authorities Monday denied former dictator Augusto Pinochet the opportunity to pay back taxes in order that his assets be unfrozen.

Pinochet offered to pay $5 million in back taxes so that assets totaling $6.5 million could be freed.

The 89-year-old former strongman is being investigated for embezzlement of state funds during his 17-year rule (1973-1990). The monies were reportedly put into secret off-shore accounts, including in the Washington D.C.- based, Riggs bank.

He is also under investigation for human rights violations in connection with Operation Condor, the 1970's and 80's agreement among South American dictators to pursue political opponents across borders.
