Councilwoman to propose free spay and neutering program

Pittsburgh City Council President Darlene Harris said yesterday she will propose a free spay and neutering program for dogs and cats owned by city residents.

Harris said the program would save animals' lives, and money for the city. She scheduled a news conference for this morning in City Council Chambers to announce details.

Harris has championed animal-control issues before, including sponsoring legislation for the city to hire a part-time veterinarian to euthanize wild animals like foxes, skunks and raccoons.
