I read about the poor guy in the wheelchair who got hit by a tractor-trailer because he couldn't use the sidewalk at Heights Plaza (Handicapped Inaccessible,” April 25).

Anyone who goes from Arnold to New Kensington on Freeport Road and Constitution Boulevard has the same problem because of vehicles parked on the sidewalks. Talk about an accident waiting to happen. Constitution is narrow enough as it is.

If there's an accident, who will be liable?
