East McKeesport council voted 6-1 on Thursday to advertise an ordinance limiting residents to two yard sales in a 12-month period.
The ordinance would require those conducting yard sales to get a free permit from the borough. Councilwoman Donna Ferrainolo said that requirement would be too hard to police and cast the lone no vote.
Council's other actions were unanimous, including enactment of an ordinance that does away with interest requirements for delinquent sewage bills.
Instead, a straight penalty of 10 percent will be charged.
Council authorized advertising ordinances that tweak existing restrictions on tenant registration and rental properties, open burning and street signs.
Solicitor Daniel P. Beisler said residents would be required to display numbers that are no less than 4 inches tall by half-an-inch wide under the rule that could be approved next month.
Another ordinance re-establishes a zoning hearing board as the borough severs its tie to a joint board formed a decade ago with North Versailles Township and Wilmerding but never became active.
Council voted to advertise the sale of a 2007 Ford Explorer.
East McKeesport and North Versailles will split the $7,150 cost for Satira Construction to install a new inlet along Third Street, which is part of the border between the two municipalities.
Council:
• Approved a $1,725 contract for Allstate Surveying and Mapping Co. to survey East Field.
• Authorized the $150 purchase of a “qualified tax collector webinar series.”
• Moved to send two representatives at $35 apiece to a Local Government Academy intern recognition luncheon and approved a $100 donation to an ad in a program for the event.
Emergency management coordinator Stacy Mays said he will seek business donations toward adapting the borough's Senior Citizens Center to serve as an emergency operations center. The borough's fire hall now serves as an EOC.
