The vacant Penn Lincoln Hotel and its parking garage and lot in Wilkinsburg will be torn down to make way for development through a grant of as much as $500,000 approved on Friday by the Redevelopment Authority of Allegheny County board.

Federal Community Development Block Grant funds were designated to pay for the project, said Dennis Davin, the authority’s executive director.

“Wilkinsburg has agreed to sell us both the garage and parking lot for $1 each,” he said. The authority owns the hotel property.

Once the site has been cleared, the properties will be offered as a combined site for development. Participating in the property redevelopment is the Pittsburgh History & Landmarks Foundation.

The authority board also gave the county Department of Economic Development permission to seek $250.000 from the state Department of Environmental Protection and $265,000 from the U.S. Soccer Foundation toward development of the Montour Junction park and recreational facility planned on a 78-acre site in Coraopolis, Moon and Robinson.

The former railroad property between Route 51 and the Ohio River will be developed for 15 to 18 sports fields except for baseball and football.

“We have enough funds (donated from the Sports Legacy Foundation) to build one field, but not enough funds to make it a synthetic field instead of grass,” Davin said. “Our goal is to develop all the fields with synthetic covering.”

As part of its effort to raise funds for the synthetic field, the authority board approved using the Allegheny County Parks Foundation as the recipient for any funds donated for the field. The foundation has a 501-c3 nonprofit classification, which permits it to receive donations free of any tax requirements. Any funds raised will then be turned over to the authority for the field.
