Jailed British minors are subject to routine strip searches and physical restraint, a report said.

Alex Carlile, a Liberal Democrat in the House of Lords, said he has been appalled by techniques used to subdue child prisoners, the Daily Telegraph reported Saturday.

"I found the techniques ranged between the broadly acceptable and the frankly unacceptable," he said.

The 100-page report, commissioned by the Howard League for Penal Reform, alleged that some staff would "bait" jailed children into situations that would lead them to being restrained for the adult's sexual gratification, the Telegraph said.

The report said that physical force was used against children or teenagers 15,512 times in a 21-month period in England and Wales.
