An Allegheny County Common Pleas judge dismissed a petition to impeach City Council President Darlene Harris the same day it was filed.

"In my opinion, (the petition) does not set forth reasonable grounds" for impeachment, Judge Gene Strassburger wrote in the motion dated March 2.

Yvonne F. Brown, a Hill District resident who often attends council meetings, accused Harris of "improper use of her authority" after she refused to allow her and three other people from speaking at a council meeting earlier this year.
