Latrobe cracks down on yard appliances

Latrobe residents who keep refrigerators or stoves in their yards may have to move them indoors, city council announced Monday. And that even goes for refrigerators and stoves that work properly. Latrobe council introduced an amendment to a city ordinance that prohibits residents from storing abandoned or unlicensed cars and malfunctioning appliances outdoors. The amendment would forbid residents from keeping items that are “not typically used outdoors” in their yards, Solicitor James E. Kelley Jr. said. “We’re trying to make the ordinance a little tighter,” Kelley said. “We’re trying to eliminate things that are unsightly to your neighbors.” Bianca Fagan, who lives on Avenue B, said one of her neighbors keeps a junked car, a stove and several other objects in the yard. “It’s an absolute eyesore,” Fagan said. “I mean, is that allowed• Can you just have a stove with a tarp around it in your front yard?” The ordinance also would be revised to reduce the amount of time residents have to dispose of prohibited items to 10 days. Residents formerly had 30 days to clear their property, Mayor Warren Marckioni said. Marckioni said the house Fagan was referring to was “a hell of a mess” and its owner may face a fine of $100. The council has received a number of general complaints about “people keeping junk in their yards,” Kelley said. The solicitor said the ordinance is problematic because it bars only malfunctioning appliances from being stored outdoors. “I think we’ve found over the years that definition may cause problems,” he said. In other business, the council voted to accept a $133,217 bid from Pompei & Sons Inc. to pave roads in 2004. The council also accepted a bid from Indiana-Westmoreland Council of Government for rock salt at $32.18 a ton.
