Action Housing on Monday announced the opening of its $11.8 million Mackey Lofts apartment complex, which can accommodate deaf and blind residents in a former Uptown biscuit factory.

Executive Director Larry Swanson said 27 of the 43 units are rented and residents have been living in the former Thomas R. Mackey Baking Co. building since June 21.

Eighteen of the 35 one-bedroom and eight two-bedroom apartments will be equipped for residents with special needs and 10 specifically for the deaf and blind.

Public officials who spoke during a ceremony at the building lauded Action Housing for restoring a landmark five-story building in the neighborhood and providing affordable housing for people who can walk to work at nearby institutions, including Mercy Hospital and Duquesne University. Rents will range from about $600 to $700 per month.
