Manor residents may be paying $2 per month more for garbage collection next month if council opts to accept a three-year contract with Waste Management.
Council opened the solitary bid for garbage collection at Wednesday's caucus meeting.
Under the current contract with Waste Management, which ends March 31, residents pay $7.49 per month. The proposed three-year contract featured a monthly charge of $9.81 beginning April 1. Residents will continue to pay $9.81 per month until March 31, 2004. The rate will increase to $10.10 per month in the contract's second year, and to $10.41 in the third.
Seniors will pay $8.34 per month until March 2004. The per-bag rate will rise from $1 in the first year to $1.10 in the second year and $1.20 in the third.
Council will consider the bid at its March 19 meeting.
The room housing the former Manor Community Library in the community center has sat idle since it was closed by council in October 2001. But Central Westmoreland Council of Governments would like to rent the room from the borough for $400 per month.
Council President Bob Eathorne, who serves on the Council of Governments, said the organization would like to rent the room on a month-to-month basis.
Councilman Chuck Konkus said no decision about renting the former library room should be made without input from a full council. Councilman Mike Kochasic was absent from last night's meeting.
Konkus also took issue with the lack of information he was receiving about the status of the former library.
Councilwoman Ramona Altenbaugh said she has spent many hours boxing up books and maintaining an inventory recording each item. She said the books belong to the taxpayers and should stay in the borough. She suggested donating the books to Westmoreland Human Opportunities' Head Start program and Westmoreland Intermediate Unit students who attend classes at the Charreal Complex at Blaine and Cleveland avenues.
Solicitor Bill Ferraro said the building committee should meet to discuss the future of the room and present a report to council at its next meeting.
