A San Antonio environmental official is concerned about the impact Mexican trucks might have on the city's air quality. Renee Green, Bexar County director of environmental services, said Tuesday the trucks would probably use dirty diesel fuel until they refilled in the United States with cleaner-burning fuel. Mexican trucks are currently restricted to a 20-mile zone along the border. but talks are under way under the North American Free Trade Agreement that would allow them anywhere in the United States. Blake Hastings, executive director of the Free Trade Alliance San Antonio, doubts the problem would be serious because he believes most Mexican truckers would transfer their cargoes to other haulers at the border. Cross-border trucking was supposed to begin shortly after NAFTA was adopted more than a decade ago, but delays and lawsuits have delayed agreement.
