New Yorkers found spraying a glossy film over a car's license plates to obscure the plate number from detection will be fined up to $200.

About a third of the 450,000 violations photographed by red-light cameras in the New York City in recent years could not be read because of the spray, which is easily bought via the Internet, according to bill co-sponsor Assemblyman Peter Rivera, a Democrat.

The glossy finishes can reflect the flash of red-light cameras, preventing authorities from clearly capturing license plate numbers of traffic violators. There are also security concerns in light of terrorist attacks, the New York Daily News reported Sunday.

"Based on what we saw in London this week, we really have to tighten up on all areas of homeland security," said Rivera.

The bill is scheduled to become law in November.
