Swissvale

Bar that struggled to get license closes

The Steel Horse Saloon, a Swissvale bar that struggled to get a liquor license after replacing Frankie's II, a former nuisance bar, has closed, according to Swissvale code enforcement officer Fred Kuhn.

Kuhn said he was informed by staff at the bar this week that the business was closing.

The Steel Horse had its application for a liquor license challenged by the Liquor Control Board's licensing division last fall, but the three-member board voted to renew the liquor license in November.

Frankie's II was the site of a shooting in April 1999 that left one person dead and five injured.

Ernest Jamal Nelson, 22, of Homewood, was later sentenced to prison for the shootings. Before Frankie's closed, neighbors complained to authorities that the bar was the scene of open drug dealing and public sexual acts.

The licensing division's other objections to the renewal stemmed from the fact that two employees of the Steel Horse, Donald Prosdocimo and Tyrell Montgomery were arrested on drug charges in March 2001.

But Louis Caputo, the attorney for the bar, argued that authorities could not specify that the two men were selling drugs on the premises of the bar. John Costanza, the owner of the Steel Horse, could not be reached for comment.

Forward Township

Residents urged to obey number rule

Because emergency vehicles are having trouble finding some homes, Forward Township supervisors are urging residents to obey an ordinance governing house numbers.

Numbers must be reflective, at least 3 inches high and in numerical form, not script. Order forms for reflective house number plaques are available at the municipal building and the Bunola Volunteer Fire Co.

Duquesne

Juveniles reminded of curfew penalties

Duquesne police remind juveniles under age 18 and their parents that all juveniles must be off city streets by 10 p.m. Sunday through Thursday and by midnight Friday and Saturday.

Violators will have the offense noted on their records, and parents will be fined $50 for the first offense, $100 for the second and $300 for the third.

Parents who do not pay fines can be arrested and jailed for as long as 10 days.

Monroeville

Library to display fiber artist's exhibit

"Impressions in Fiber," an exhibit by Monroeville artist Sandy Kephart, will be displayed Aug. 3 to Sept. 28 in the Monroeville Public Library, 4000 Gateway Campus Blvd.

The self-taught artist has taught sewing and fiber arts for 20 years and uses fabrics, yarns, specialty threads and free motion machine stitching to create her works.

She has won regional awards and belongs to the Monroeville Arts Council and South Arts.

Gallery space is open during regular hours of 10 a.m. to 9 p.m. Monday through Thursday, 10 a.m. to 5 p.m. Friday and 10 a.m. to 4 p.m. Saturday.

An opening reception will be from 6 p.m. to 8 p.m. Aug. 3.
