Background: Carroll has been an attorney for 30 years, about 25 of which has been with an emphasis on employment law. He has litigated employment law cases in Pennsylvania, Ohio and West Virginia, and argued cases before the U.S. Third Circuit Court of Appeals. He was president of the Allegheny County Bar Association for 2004-2005, and sits on its board of governors. He is a member of the Swissvale Zoning Board of Adjustments and has been its chairman since 1990. He started his legal career working for the Neighborhood Legal Services Association in Pittsburgh.

Noteworthy: Elected to the College of Labor and Employment Lawyers in Washington, D.C. It is the highest recognition by fellow attorneys and judges of sustained outstanding performance in the profession. The college has more than 1,000 members in 43 states.
