No action taken on Ligonier armory

The Ligonier Borough Planning Commission took no action at their continued meeting Tuesday night on the proposed 17-unit residential development for the former National Guard armory.

Borough engineer Ben Faas, commissioners and project representatives painstakingly reviewed several areas where the plan did not meet the borough's subdivision and land development ordinance requirements.

Faas detailed these issues in a report, requested by commissioners.

Architect Murray Rust, partner at Allison Park-based Montgomery Rust, made several changes to the plans to better meet requirements stipulated in the ordinance.

For example, Rust said it was "no problem" to add three feet to the proposed loop road's right of way, as well as widen the road by 0.5 feet to meet the borough's requirements.

That change allows the street to qualify for the state liquid fuels reimbursement, if the borough later adopts the road.

The project's developers have said they will request the borough maintain the street but haven't begun negotiating that agreement.

In addition, the Economic Growth Connection of Westmoreland will need to provide a landscaping and site lighting plan.

The commission will meet again at 7 p.m. Nov. 30.
