They say every party has a pooper and for Britian's Prince Harry, who turned 21 Thursday, it's his dad, Prince Charles.

Harry's older brother, William, celebrated his 21st birthday two years ago with a lavish party at Buckingham Palace. But Prince Harry is spending his big day at the Sandhurst military academy, ABC reported.

Although Prince Charles has cited security issues as the reason for his youngest's low-key celebration, royal watchers say the more likely reason is party-boy Harry's tendency to mess up -- publicly.

The red-headed son of the late Princess Diana recently shocked the world by wearing a Nazi uniform to a costume party and his dad made him volunteer at a rehab center after he was caught smoking pot at age 17.

Harry's been out of the tabloids lately and there's speculation his royal father decided by not having a 21st blowout he can keep it that way.
