O’Connor proposes change to banner policy

Pittsburgh City Council is taking another look at legislation that prohibits banners hung for political or commercial purposes from being displayed in a public right of way.

The policy, which took effect Jan. 1, was rescinded Tuesday at the behest of Councilman Bob O'Connor. He instead proposed writing new rules and asked for greater public involvement in the process.

The Steelers, whose banners are hanging on city streets and bridges, submitted a request before the rule went into effect, city Public Works Director Guy Costa said in a letter to City Council yesterday.

An updated policy, which Costa included with his letter, would have exempted city-sponsored events and logos from the city's professional and collegiate sports teams. Banners may carry corporate logos, but cannot be used for political or commercial purposes.
