State police already have had successes as a result of a program designed to help troopers identify fugitives, find weapons and contraband and track terrorist movements in Pennsylvania.

Fifty-five troopers were trained in the Operation Safe Highways Initiative through Effective Law Enforcement and Detection program — Operation SHIELD — in November.

Since the training, troopers have arrested 10 fugitives and one illegal alien and have seized more than $200,000 in counterfeit products, 10 weapons, two stolen vehicles, 120 bags of heroin, 75 bags of cocaine, 2 kilos of marijuana, 50 bags of crack cocaine and 75 pounds of khat, a narcotic plant, state police said. State police plan to train more troopers and municipal police officers in Operation SHIELD this year.
