I'm going to guess that because the Pennsylvania Higher Education Assistance Agency is not going to be making any new loans to college students for a while, all due to the credit crisis, there won't be any large bonuses to go around to the good folks who are in charge of running it (" PHEAA will suspend all new student loans ," Feb. 27 and PghTrib.com).
In the days of insane decisions by government agencies, I'm sure it wouldn't be any big surprise to the taxpaying public how bonuses could still be awarded.
This would be the equivalent to the Port Authority of Allegheny County saying they are getting out of the transportation business, but there will be no layoffs at this time.
It might just be a good time to clean up their house (PHEAA), since they don't have any money to loan now.
