Pittsburgh City Council will have a televised meeting at 1:30 p.m. today to explore changes to civil service rules that govern police promotions. The public outcry over the June promotions of three police officers with allegations of domestic violence or disturbances in their pasts prompted the hearings. Council President Doug Shields called the information-gathering session in response to complaints from members of the National Organization for Women, who criticized Mayor Luke Ravenstahl and police Chief Nate Harper for the promotions. Ravenstahl has promised to put safeguards in place that would prevent such promotions and to adopt a zero-tolerance policy for domestic violence within the police department. The meeting, in council chambers on the fifth floor of the City-County Building, Downtown, will be televised on Comcast public access channel 13. Shields has invited Ravenstahl, Harper and Barbara Trant, director of Personnel and Civil Service Commission, to attend the meeting.
