Pittsburgh Public Schools will review a charter school proposal for the 2012-13 academic year from an applicant it denied once before.

Three Rivers Charter School for Public Service would have three educational tracks: nonprofit work, emergency services or public safety and military, said co-founder William Dickerson.

The school board refused to grant a charter last year for the 9-12 school, which would be located in East Liberty.

Dickerson and three colleagues at Phase 4 Learning Centers, an alternative education school, said the educational tracks are more focused than what the district offers through career and technical education and JROTC offerings.
