Vladimir Putin of Russia expressed his concerns about civilian casualties in Iraq.

At the same time, he provided Saddam Hussein with the GPS-jamming devices that deflect the precision-guided bombs aimed at the bunkers of the Republican Guard in Baghdad -- the bunkers that Saddam placed between civilians' houses, schools and hospitals.
