Report cites dismal graduation numbers

A report released Friday said only 12 percent of students getting special education services in the New York City area leave school with a diploma.

The report, issued by the New York-based Advocates for Children, examined federal, state and New York City Department of Education data for eight years to study the impact on the city's most vulnerable children.

There are more than 150,000 students who receive special education services each year in New York City.

The report said graduation reached an all time low in 1999-2000, when only 9.4 percent left with a regular diploma. Since 2000, the numbers have been slowly returning to the level of 1997, with a rate of 16 percent.
