Investigators have recommended the Philippines increase its prison workforce many times over to prevent prisoner takeovers like a deadly incident in March.
The fact-finding team also recommended administrative charges in seven positions at the Bureau of Jail Management, the Manila Times reported.
Prisoners seized control of Camp Bagong Diwa, Taguig, taking several guards hostage. When police stormed the camp a day later, 28 inmates, three guards and a police officer in the Special Action Force were killed.
The report released Saturday said that the BJMP needs a total workforce of 40,000 to guard and care for more than 60,000 inmates. It now has 6,796 employees.
The Camp Bagong Diwa jail, with more than 1,400 prisoners, now has a total staff of 105. The report recommended an increase to 600.
The report also blamed lax security at the camp.
The uprising was led by jailed members of the fundamentalist Muslim group Abu Sayyaf.
