Revised retail proposal reduces lots, tenants

North Huntingdon Township commissioners Wednesday were presented a revised plan for a commercial subdivision along Norwin Avenue. The original plan was denied by the board and planning commission more than once since 2005. Kevin McKeegan, an attorney representing WD North Huntingdon Investors, said his client has decided to submit a smaller plan that includes only a 2-lot subdivision rather than a 9-lot subdivision. The property is across from Norwin Hills Shopping Center. The revised plan includes the reconstruction of a new, smaller Jiffy Lube service center. A previous plan introduced in summer 2005 — which included a proposal for a Jiffy Lube, a Walgreens drugstore and an Applebee’s Restaurant — was tabled several times before it finally was denied by planners and the commissioners. On Aug. 29, planners once again voted to recommend rejection of the plan. The panel continued to have trouble accepting development along a road without a traffic study, as well as safety issues with the construction of a proposed Magill Drive, which would not match the ingress and egress points of Norwin Hills Shopping Center. McKeegan said this week the new plan addresses those concerns. “We’ve done this because of concern and conflicts before the planning commission and your board. We don’t know what will happen to the rest of the property. We are willing to enter into a discussion about the balance of the property that goes toward Barnes Lake Road,” he said Wednesday. McKeegan said the revised, smaller plan resolves stormwater and grading issues in the previous plan. Commissioner Tim Hondal asked if the private drive proposed from the Jiffy Lube in the revised plan would extend into the second parcel. McKeegan said there isn’t a second tenant for the other lot and, therefore, no improvements are planned. “So we have no idea what is going onto Parcel B?” asked Hondal. “Nor do we,” answered McKeegan. Hondal said he has concerns about establishing two separate roads. “Two separate roads is a bad design and a bad idea. That’s just my opinion,” he said. Maureen Sweeney, a Pittsburgh attorney representing shopping center owners Colony Development Partners, objected numerous times to the previous proposal. She called it a master plan with the potential for several tenants. Last night, Sweeney said she would submit written comments to commissioners regarding the revised plan. After the meeting, the attorney said she would have to review the plan before commenting but agrees that McKeegan’s presentation seems ambiguous. The board is expected to vote on the new plan at its meeting Wednesday.
