Rostraver official upset with rec fields

The condition of the fields at the new, $254,000 recreation complex was the topic of much discussion at Wednesday's Rostraver commissioners meeting.

Showing photos, Commissioner Nick Lorenzo contended the two baseball fields and the football-soccer field need new topsoil and reseeding. He also said a drain is blocked and there are 6-inch-deep ruts.

Commissioner Chairman Don Yoder said Stephen Morgan Excavating Co. will reseed the fields. 'Steve Morgan will fix that,' Yoder said. 'Those fields are playable.'

Morgan said there is 'more than enough' topsoil, and noted ATVs and deer are causing problems at the fields.

'The recreation board did nothing to maintain those fields for a year. They needed watering and maintenance. Please give me a letter stating what I violated in the contract,' Morgan said.

Morgan agreed to reseed the fields, but Lorenzo was not satisfied. 'The complex is unacceptable,' he said.

In another matter, Yoder said the state Department of Environmental Protection halted sewerage tap-ins at the Rehoboth sewage plant along Finley Road. He said he hopes new customers can start using the facility within six months after a corrective action plan is submitted to the DEP. Pizza Hut wants a new tap-in behind Denny's restaurant, off Route 201.

The plan to erect a bridge serving Elks Place along Finley Road was not on the agenda. Yoder said PennDOT hasn't approved the bridge work yet.

In other matters, the board:

  • Heard from Commissioner George Martin that the township will hold a salvage sale of items it no longer needs. Martin, chairman of the streets department, also said that the transmission on a 1998 snowplow needs to be replaced at an estimated cost of $5,000. He said he will work with the company that sold the township the truck as well as the manufacturer to recoup some of the funds.

  • Gave preliminary approval for the construction of a 75,000-square-foot industrial warehouse for Three Rivers Marina and Rail Terminal, located along Route 906 near Belle Vernon.

  • Returned $36,211 in grant funds to the state Department of Community and Economic Development. Yoder explained the money was left over from the Leeper Road water line project, and the remaining funds must be returned to the state.

  • Agreed to pave parts of roads where sewage lines were installed. The contractor installing the lines will pave the rest of the roads, located in Collinsburg and Fellsburg, at no additional cost.

  • Agreed to maintain Sunset Court, Kathy Drive and Kelly Court, located in Ann Jon Estates near West Newton.

  • Will place no-parking signs on the right-hand side of Meade Street so it isn't so congested when Belle Vernon Area School District hosts football games.

  • Named Kim Dongelli to the recreation commission for a term to expire Dec. 31, 2003.
