Gov. Arnold Schwarzenegger must over come the objections of Republicans and Democrats to get his 10-year, $222 billion building program for California.
The Los Angeles Times reports many Republicans in the Legislature are put off by the total cost and the $78 billion that would be borrowed to pay for the program.
"The insidious thing about debt is you have to pay it back," said state Sen. Dave Cox.
Democrats might support many parts of the program, which includes money for new schools, county jails and courthouses, port facilities and levees. But they do not want to smooth Schwarzenegger's re-election, the newspaper said.
The governor is unpopular, with approval ratings in the low 30s. He also has little to show for the time he spent in office, with the propositions he backed in November failing to win over voters.
Interest groups not included in the proposal are also likely to oppose it, especially since the program, if it comes to pass, will leave nothing for other public programs such as housing, parks or high-speed rail lines.
