State loan to aid Filmet Color Laboratories relocation to Rockpointe

Plans by Filmet Color Laboratories to relocate from Swissvale to the Rockpointe Business Airpark in West Deer Township received a boost recently in the form of funding support from the Pennsylvania Industrial Development Authority.

A $1.2 million, low-interest loan approved by the PIDA board of directors to Zambrano Filmet Associates, L.P. will be used for acquisition of a 5-acre site at Rockpointe, and for construction of a 65,000-square-foot building for Filmet, a film processing and photographic printing company that currently employs about 95 people.

The Allegheny Valley Development Corp. is the sponsoring agency for the loan.

Rockpointe, a 300-acre business park developed by businessman Rick Ferrone, also is a state-designated Keystone Opportunity Zone, with land exempt from state and local taxes for up to 12 years. The tax-free period is to expire in 2011.

Construction of the Filmet building is expected to start this spring as the first of two new buildings planned by Management Science Associates, a data management company based in Pittsburgh’s East Liberty neighborhood. MSA already has one facility, a data center and computer disaster recovery center, at Rockpointe.

Other companies at the park include Ferrone’s own company, Rock-Built, as well as Zamrano Construction and Joseph B. Fay.

Another area company approved for a low-interest PIDA loan is Valley Drug Co. The company will use a $1 million loan for the construction of a new 45,440-square-foot building on a 7.72-acre site in the Neshannock Business Park in Neshannock Township near New Castle.

Valley Drug will be the first to locate in the park, which also is located within a Keystone Opportunity Zone. The project is expected to retail 10 existing jobs and eventually create 40 new jobs.

Four Rivers Software Systems Inc. recently leased about 10,500 square feet of space at the 1501 Ardmore Building in Forest Hills.

The company will occupy the second floor of the approximately 78,000-square-foot building, according to John M. Donahue, vice president with the Insignia Oxford, the commercial realty arm of Oxford Development Co. who handled the leasing transaction.

The building is now about 80 percent occupied, said Robert Wagner of the C&F Partnership, which owns the facility. Other tenants there include ABB Inc., Invensys Metering and Ragnar Benson construction.

Four Rivers formerly leased about 7,000 square feet in the 2400 Ardmore Boulevard building, which is also owned by C&F.

A 47-unit three-story apartment for low-income elderly could open next spring on West McMurray Road, North Strabane Township in Washington County.

The Canonsburg chapter of the American Hellenic Educational and Progressive Association is sponsoring the $3.3 million building, which will be located near All Saints Greek Orthodox Church, said Nick Scouloukas, president of AHEPA 156 Inc., the nonprofit corporation that will own the building.

The Washington County Redevelopment Authority will obtain funds for construction of an access road and extending utilities to the site, Scouloukas said. The U.S. Department of Housing and Urban Development, which provided construction funds, and also will provide $651,500 in rental subsidies over five years.

Construction of a new self-storage facility being developed by Guardian Self Storage started recently on a site at 1390 Old Freeport Road in O’Hara Township.

The new facility initially will offer about 50,000 square feet of rentable space, and later will be expanded to 80,000 square feet.

Guardian, which has been operating in Pittsburgh since 1987, has six other sites in the region, including on McKnight Road in the North Hills, Haymaker Road in Monroeville, Centre Avenue in Shadyside, S. Millvale Ave. in Oakland, Waterfront Drive in Munhall and Washington Pike in Bridgeville.

WTW Architects of Pittsburgh handled the design for a $15 million student union addition and renovation now under way at Wartburg College in Waverly, Iowa.

Work on the first phase of the project, a 43,000-square-foot three-level addition, should be completed this summer, said Richard F. Bomburak, WTW principal-in-charge for the project. The second phase, a 32,000-square-foot renovation, will begin in the summer and be completed in July 2004.

Roomful Express and Radio Shack have signed leases to occupy space at the Monroeville Plaza shopping center, according to the Pittsburgh-based Glimcher Group, owner of the center.

The Roomful Express, a 45-year-old discount furniture company, will be taking over space formerly occupied by a Ames Department Store, where it expects to open in the summer. Radio Shack will be opening in its location in July.

Robert Varner, leasing agent for Glimcher, handled the two transaction.

FSC Marketing Communications recently signed a lease for new office space at 11 Stanwix Street, the former Westinghouse Building, in the downtown Pittsburgh.

The relocation from One Gateway Center, expected in late June, will be a first step in the marketing communications firm’s plans to accommodate growth, according to FSC principals Ed Flaherty and Rege Sabol.

The agency, which currently has a staff of 20 people, is working with Renaissance 3 Architects to design its new space. Turner Construction will handle the construction.

Howard Hanna Real Estate Services is hosting its 14th annual Open House Extravaganza from 1 to 4 p.m. today. The company said will 2003 homes it is listing in the tri-state area will be open to the public simultaneously during the event.
