The drowning of New Orleans IV

Dear Mr. Bush,

The Constitution's Article II, Section 3 authorizes you to "... on extraordinary Occasions, convene both Houses ... ."

National priorities and common sense dictate that you convene Congress for the purpose of wringing all the pork out of the recently enacted energy and transportation legislation and redirect it to the devastated Gulf States.

For a starter, rebuild the levees around New Orleans with the $231 million earmarked for the Don Young Way Alaskan bridge to nowhere.
