East Huntingdon Township’s finances appear to be on very solid ground as the supervisors passed a total budget of $6.68 million Thursday that includes a $4.19 million surplus to be carried over from the current fiscal year. Almost half that surplus can be attributed to an accumulation of tipping fees the township has received from the Greenridge Reclamation landfill over the past decade. At least another $528,000 in tipping fees is expected to be added to township coffers in 2003. Another $1 million of the surplus comes from a carry-over of loan proceeds the township obtained in 2002 to install municipal water lines. That project is expected to be completed in the coming year. Other major sources of revenue expected in 2003 include almost $400,000 in fees paid to the township in lieu of taxes, with much of that coming from the developers of the Summit Ridge Plaza along Route 819. Taxes are expected to provide $650,000 in revenues, with the township’s 2.25-mill property tax bringing in close to $150,000 and the earned-income tax providing much of the remaining tax revenue. The 2003 budget includes no increase in property tax millage. The general operating budget for 2003 makes up about $1.19 million of the township’s total budget. That figure is about $70,000 higher than in 2002, with higher wages and insurance costs accounting for much of that increase. The budget will be available for public inspection until a final vote is taken Dec. 19.
