When I was in the Army, my unit maintained two airfields, one at Fort Ord and one at Camp Roberts Training Center. We had a complement of more than 40 aircraft. Neither of these fields had a tower and in the two years I was stationed there, we didn't have a single incident involving landings or takeoffs.

Pilot training, military and civilian, includes specific procedures for operating from fields without towers, of which there are hundreds in the U.S. That being said, I'm sure there is plenty of money being wasted in Washington every day that could be diverted to keep these towers open.
