All U.S. Post Offices are fully operational in Alabama and in Mississippi 87 percent of mail delivery and retail service has been restored.

However, in Louisiana, postal services have been restored to 30 percent of the state, buts efforts continue to reconnect displaced residents with their mail, according to the U.S. Postal Service.

The service has been urging hurricane victims to file a change of address form so that emergency services information, financial aid and medicines can come through the mail.

Customers with access to a computer or telephone access should utilize the Postal Service's Internet site at usps.com or telephone 1 800-ASK-USPS to complete a change-of-address form, said Azeezaly S. Jaffer, vice president of public affairs and communications.
