If a $600 annual surcharge on health-insurance premiums helps nonunion Westmoreland County employees quit smoking, that's fine (although a study found such additional costs don't lead to smoking cessation). In fairness to all, however, the same policy must apply to union employees when their contracts come up. Otherwise this push for healthier lifestyles is just blowing smoke.
