The general in charge of U.S. and coalition forces in Iraq Thursday predicted “victory” by December 2005. Gen. George Casey defined winning as a three-pronged achievement: “A constitutionally elected government that is representative of all the Iraqi people and with Iraqi security forces that are capable of maintaining domestic order and denying Iraq as a safe haven for terror,” he told reporters at the Pentagon.
